1 kcjl In the Minnesota Cable Communications Act. Minnesota Statutes <br />2 Chapter 238, the Legislature has established a plan for the occupancy <br />3 and use of Public Property and Public Rights -of -Way and declared that <br />4 it is in the public interest to protect and to preserve the interests of <br />5 communities with regard to Plain Old Cable Service ("POCS") and yet <br />6 at the same time established uniform policies that will bring about <br />7 development and the availability of POCS subject to reasonable state <br />8 and municipal oversight. <br />9 0.1 The Legislature recognizes that the services offered by the <br />10 communications industry and the number of Persons providing those <br />11 services are rapidly growing and changing.
