MEMORANDUM <br />TO: Randy Schumacher �(�l <br />FROM: Mary Kay Wyland <br />DATE: September 5, 1995 <br />SUBJECT: Anoka County HRA <br />Following is a brief history of the Anoka County HRA, current <br />status of the County HRA Levy and steps the City needs to take at <br />this time. <br />In December of 1994, the Anoka County Board created the Anoka <br />County HRA (ACHRA). An Intergovernmental Committee comprised of <br />Elected Officials from various municipalities within the County was <br />formed, along with a Technical Advisory Committee including staff <br />from the various communities. I am a member of the TAC Committee, <br />the City of Lino Lakes does not have a representative on the <br />Intergovernmental Committee. <br />The ACHRA authorized the hiring of a consultant to assist the two <br />committees in reviewing the housing needs for the County and in the <br />development of a Housing Survey. A copy of that survey is attached <br />for your information. <br />On July 18, 1995 the ACHRA approved a Levy for $1.1 Million Dollars <br />to assist the County in providing dollars for senior housing and/or <br />housing rehabilitation. This Levy is mandatory for those <br />communities, including the City of Lino Lakes, who do not have an <br />existing housing authority, and optional for those communities who <br />do have a housing authority (including Andover, Anoka, Blaine, <br />Circle Pines, Columbia Heights, Coon Rapids, Fridley, Ramsey and <br />Spring Lake Park). The proposed Levy for the City of Lino Lakes <br />amounts to a total of $56,998 for roughly $6.42/$72,000 home value. <br />According to the Draft Housing Survey, there are 368 Owner Occupied <br />substandard housing units within the City of Lino Lakes and 15 <br />substandard rental housing units. The senior population is <br />currently estimated at 435 and projected to increase by 88% to 818 <br />in 2005. <br />Following approval of the tax levy and ACHRA budget, the ACHRA <br />established two committees to develop work plans for implementation <br />of senior housing programs and housing rehabilitation programs. <br />The City of Lino Lakes must indicate in which area they would like <br />their levied funds allocated, housing rehabilitation or senior <br />
