AGENDA ITEM NO. 5 <br />STAFF ORIGINATOR Daniel Tesch, Assistant to the City Administrator <br />DATE <br />TOPIC <br />13 Decernber 1995 <br />Federal Omnibus Transportation Employee <br />Testing Act <br />The U.S Department of Transportation requires all public and private employers <br />that have drivers which are required to carry a Commercial Driver's License (CDL) put <br />in place a random drug testing policy. <br />The attached policy is one that has been modified based on an approved model <br />by several cities in the metro area. This policy meets all the guidelines necessary to <br />comply with federal legislation including random and reasonable suspicion drug and <br />alcohol testing. <br />In January, i will be coming before the. Council to request that we enter into a <br />contract with MetroTest to administer our testing program. We will be a member of <br />a consortium of metropolitan cities thereby pooling our drivers and realizing a <br />significant economies of scale. <br />Adopt the attached Drug and Alcohol Testing Policy. <br />(needs to be in place by January 1, 1996) <br />Request additional information. <br />1. <br />
