C. Johnson Consultants, Inc. The proposed subdivision is located north <br />of Anoka County Road 153 (Lilac Street) and roughly midway between Anoka County Road 53 (Sunset <br />Road) and Fourth Avenue. Jon Avenue abuts its west side. <br />The area in question was recently rezoned to R-1, Single Family Residential, except the very northern <br />portion which is currently located in the Lino Air Park. A rezone with a PDO is also being requested for <br />that portion of the plan covering the Air Park. <br />The Concept Plan was reviewed with regard to City Engineering Standards and the general impact the <br />project would have on existing infrastructure. Our comments are as follows: <br />Sanitary Sewer <br />The project is located at the north edge of the west portion of Sewer District No. 2 which is served <br />primarily by the West Central Trunk Sewer. The nearest connection paint to this system is located on <br />the east side of Fourth Avenue, about 700 feet south of Lilac Street. The existing 15" diameter sanitary <br />sewer on Fourth Avenue would need to be extended about 2,000 feet north on Fourth Avenue and west <br />on Lilac Street. With the existing pipe elevation, it is possible to extend this sewer to serve the proposed <br />project area. Adequate sewer depth could also be maintained to provide a connection point for Thomas <br />Street properties located east of the project area. <br />Extension of sewer to the project would also make sewer more available to large lots located north and <br />west of the proposed subdivision. Properties in this general area have experienced septic system failures <br />clue to periodic high ground water levels. <br />Consideration of sewer service to this area would also include review by the City of the future service <br />area, location of any lift stations which would be required, and trunk sewer routing. <br />
