The petition and the response of <br />the Environmental Quality Monitor (EQB) were reviewed to determine the potential actions of the <br />City of Lino Lakes. <br />According to the Minnesota rules, parts 4410.4300, 4410.440 and 4410.4600, the project does not <br />meet the criteria of any of the categories for the completion of a mandatory EAW or an EIS, nor does <br />it qualify for any exemption from environmental reporting. Therefore, the City has the option to <br />prepare an EAW for the proposed project, but is not required to do so. <br />The requirements established by the City's zoning and shoreland ordinances, Comprehensive Plan <br />and Local Water Management Plan (LWMP) should be adequate to address the concerns of the <br />residents. The LWMP requires peak storm water discharge rates and storage volumes from any <br />watershed be consistent with the values shown in the Plan and analyzed for a 100 -year, 24-hour <br />storm. The Plan also requires treatment of storm water runoff prior to discharge to wetland areas. <br />At your request, I have reviewed the project to address the comments raised in the citizens petition. <br />The proposed development was reviewed to determine the adequacy of the proposed ponding and <br />storm water treatment facilities.
