Ms. Mary Kay Wyland <br />April 20, 1995 <br />Page 6 <br />Page 3, Paragraph 2 <br />To summarize: The water run-off from the eastern half of the project located on the south side of Holly Drive <br />West impacts adjacent landowners by potentially allowing sus face water to run off-site and to act like a <br />natural floodgate --- resulting in ponding areas on their properties which were previously nonexistent. The <br />adjacent landowners will lose the present and also future use of their properties. <br />Discharge rates from the development will be maintained at rates at or below the discharge rates <br />from the site under undeveloped conditions. The site has been utilized for the cultivation of row <br />crops. Development of the site for residential use will increase the areas of impervious surface <br />within the parcel. However, the maintenance of residential lawns and use of storm water treatment <br />ponds will serve to reduce the rate of runoff from the site. <br />Page 3, Paragraph 3 <br />The nearby roadway, Holly Court East, located south of the project presently has a small culvert beneath the <br />pavement to allow for water drainage. At the present time it is of insufficient size to handle all the water <br />movement beneath the road and pools and overflows on the north side. One portion of the street in <br />particular is consistently under water any time it rains. With the additional water run-off from this project <br />the road has the potential to be completely flooded or even washed mit. <br />The use of storm water ponds for flood storage and rate control will limit the rate of discharge from <br />the proposed development to those rates experienced under undeveloped conditions. Runoff from <br />the site will not contribute to existing flooding problems in the area. <br />Page 3, Paragraph 4 <br />Pond #6 in the far southwest corner of this project collects excess water from Road B & C and then drains <br />through a culvert beneath Holly Drive West into the wetland area adjoining County Ditch #25. The property <br />owner at 6275 Holly Drive West has his septic drainfield approximately 200 feet from that culvert location <br />and is concerned that the excess rim -off from this project will ruin his existing drainfield. 1 f his drainfield is <br />infiltrated by this proposed water increase, and as a result it fails - it has the potential to contaminate County <br />Ditch #25 which is on the DNR Protected Waters Inventory List. <br />Water from Pond 6 will discharge under Holly Drive West into Basin A at rates at or lower than <br />discharge rates under undeveloped conditions. It is unlikely that surface water will infiltrate the <br />drainfield which is approximately four feet higher than the elevation of the culvert. <br />Page 3, Paragraph 5 <br />Presently, County Ditch #25 is a marginal ditch that overflows every spring for weeks or from any heavy <br />rainfalls. With the zoater table rising from surface water run-off of this project, this ditch has the potential to <br />be constantly flooded by even the slightest rain. One suggestion is that this ditch will possibly require some <br />major cleaning and modifications to accommodate the additional water. <br />Discharge rates from the proposed development will be maintained lower than those under <br />undeveloped conditions minimizing the flood potential in County Ditch #25 and downstream. <br />
