Acting City Engineer <br />DATE April 21. 1995 <br />TOPIC <br />BACKGROUND: <br />Resolution No. 95-54, Resolution No. 95-55, <br />Resolution No. 95-56 <br />Adding and Deleting Segments of the <br />Municipal State Aid Roadway System <br />Cities which qualify for participation in the Municipal State Aid (MSA) System are <br />allowed to designate roadways to the system based on a percentage of the amount of <br />improved roadways within the City. In a community like Lino Lakes which is increasing , <br />the number of improved roadways through the construction of subdivisions, the amount <br />of mileage available for MSA designation increases also. The MSA designation can be <br />assigned to either an existing or non -existing roadway. <br />Before the State Aid Division of MnDOT will recognize MSA routes, the routes must first <br />be officially designated by the City Council. The following proposed revisions have <br />been reviewed by State Aid and would be acceptable. <br />Resolution No. 95-54 Establishing non -existing Apollo Drive from State Trunk Highway <br />49 to Lake Drive as a M.S.A.S. <br />- This proposed route would allow for the extension of Apollo Drive north of Lilac <br />Street ultimately connecting to Lake Drive. <br />Resolution No. 95-55 - Establishing a non -existing route from Anoka County Road 84 to <br />County State Aid Highway 14 as a M.S.A.S. <br />This proposed route is located on the east side of I -35E and would begin at Main <br />Street, run south through a future development area, and connect with Otter Lake <br />Road. Although the route is shown roughly midway between t -35E and Elmcrest <br />its exact location can be determined at some time in the future. It may ultimately <br />lie over portions of Otter Lake Road and Cedar Street depending on development <br />activity in the area. <br />
