COUNCIL MEETING APRIL 10, 1995 <br />Chief Pecchia recapped the donations received by the Police <br />Department during 1994 from various non-profit organizations. He <br />also explained how the donations were used. <br />Chief Pecchia outlined a number of programs that were completed <br />during the year in conjunction with the Centennial Fire <br />Department, Lino Lakes Public Works Department and other <br />agencies. He detailed the many programs that are provided by the <br />Police Department as well as the various areas of training <br />completed by his staff. <br />Chief Pecchia and Officer Zerwas were interviewed by network <br />television on the day that President Clinton came to Minneapolis <br />to address issues pertaining to his Crime Bill. They were asked <br />how the Presidents Crime Bill affected the Lino Lakes Police <br />Department. The Police Department has subsequently received <br />notification that Lino Lakes received one of the "Clinton Cops", <br />a grant worth approximately $75,000.00 over a three (3) year <br />period. Chief Pecchia received a telephone cAll today indicating <br />that the proposed budget for this officer was approved and the <br />Police Department will receive notification within two (2) weeks <br />about how the funding will be provided. <br />Chief Pecchia noted that the City is now using the Otter Lake <br />Animal Clinic as the City's animal impound unit. Formerly, the <br />Anoka County Humane Society provided this service. The Otter <br />Lake Animal Clinic is located within the City limits. Therefore <br />there is no need for an officer to leave the City in response to <br />animal complaints. <br />Chief Pecchia was designated as the Lino Lakes federally approved <br />Emergency Preparedness Director in 1994. He has been elected as <br />the Metropolitan Emergency Management Association Vice President. <br />Chief Pecchia also has 'been elected as the Vice President of the <br />Anoka County Chief's of Police Association and serves on the <br />Advisory Board for the American Red Cross, Anoka County Branch. <br />Chief Pecchia noted that 1994 was very busy and he expects that <br />1995 will be at least as busy. Some matters considered for 1995 <br />action include participation in the 20/20 Vision by beginning to <br />implement the proposed recommendations from their surveys and <br />address the issues that were brought forward from the survey, <br />continue to update the Department Manual and Field Training <br />Officers Manual, develop an Investigations Manual, Records <br />Division Manual, rewrite the Emergency Management Manual and will <br />conduct one emergency exercise during 1995. The Police <br />Department is in the process of updating the Hunting Ordinance <br />and have successfully promoted two (2) officers to Sergeants who <br />PAGE 11 <br />
