EXECUTIVE SEARCH CONSULTANTS One Tenth Ave. South Hopkins, MN 55343 April 20, 1995 Mr. Randy Schumacher City Administrator City of Lino Lakes 1189 Main Street Lino Lakes, MN 55014 Dear Randy: Thank you and the City Council for inviting The Brimeyer Group to submit a proposal to assist you in the recruitment and selection of a Director of Public Works/City Engineer. We are confident that our experience in public sector search will serve the Clty of Lino Lakes well. We would also like to point out that we have successfully completed assignments in the engineering field for five clients within the past six months. As I understand it, you would like to hire an individual with a degree in Civil Engineering and registration in the State of Minnesota or with the ability to obtain registration in the State of Minnesota. This individual should have from five to ten years experience and needs to understand the dynamics of working in a municipal environment. While little in-house design work will be required, this individual needs to have a good understanding of the design of municipal projects so as to be able to work with the consulting engineers currently retained by the City. It is important for the individual to manage the consulting firms so as to meet deadlines and have the ability to review plans and make necessary changes. The individual will also be responsible for managing the Public Works Department which includes Parks/Recreation, Utilities, and Streets. While the Department is currently managed by three individuals, the Director will have engineering responsibility over the Utility Department. The person in this position must be an individual who understands the need to make the Engineering Department self-supporting. This is accomplished by billing out engineer time to review plans, manage projects, and for the in-house design and supervision of municipal projects. Also, this individual will be responsible for managing developers and developments, negotiating development agreements and closely monitoring the engineering time devoted to development so as to maintain the philosophy of a self-supporting engineering service.
