We are <br />confident that our experience in public sector search will serve the Clty of Lino Lakes well. <br />We would also like to point out that we have successfully completed assignments in the <br />engineering field for five clients within the past six months. <br />As I understand it, you would like to hire an individual with a degree in Civil Engineering and <br />registration in the State of Minnesota or with the ability to obtain registration in the State of <br />Minnesota. This individual should have from five to ten years experience and needs to <br />understand the dynamics of working in a municipal environment. While little in-house design <br />work will be required, this individual needs to have a good understanding of the design of <br />municipal projects so as to be able to work with the consulting engineers currently retained by <br />the City. It is important for the individual to manage the consulting firms so as to meet <br />deadlines and have the ability to review plans and make necessary changes. <br />The individual will also be responsible for managing the Public Works Department which <br />includes Parks/Recreation, Utilities, and Streets. While the Department is currently managed <br />by three individuals, the Director will have engineering responsibility over the Utility <br />Department. <br />The person in this position must be an individual who understands the need to make the <br />Engineering Department self-supporting. This is accomplished by billing out engineer time to <br />review plans, manage projects, and for the in-house design and supervision of municipal <br />projects. Also, this individual will be responsible for managing developers and developments, <br />negotiating development agreements and closely monitoring the engineering time devoted to <br />development so as to maintain the philosophy of a self-supporting engineering service. <br />In response for your request, we have enclosed a proposal which covers the steps we will <br />follow in this search process.
