COUNCIL MINUTES AUGUST 14, 1995 <br />where the projectile or pellets leave the premises upon which said person is <br />authorized to hunt onto some other premises." <br />(6) Relates to bow hunting regulations. <br />Chief Pecchia explained that the added changes will assist the Police Department in the <br />proper enforcement of the ordinance. The ordinances deals with such public safety issues <br />as the "car hit deer" issue, the safety of the community and the perception of fear when <br />they see a hunter within eye sight. By allowing hunting in portions of the City, it is hoped <br />that the deer herd will be reduced. <br />It was noted that the ordinance would become effective October 5, 1995. Council <br />Member Bergeson asked if there would be some confusion by allowing the ordinance to <br />become effective in the middle of a hunting season. Chief Pecchia explained that the <br />Police Department's plan is to educate the hunter about the new ordinance and only take <br />enforcement action in the event that there is a repeat offender. At the same time the <br />Police Department is planning a study on the number of hunting ordinance violations and <br />the type of violations. A report will be made to the City Council so that the ordinance can <br />be reviewed prior to the 1996 hunting season. <br />Mayor Reinert explained that these types of changes are difficult and asked that the Police <br />Officers be patient and take the roll of educator at this point. This ordinance tries to reach <br />the satisfaction level of both hunters and non -hunters. The City Council will review the <br />ordinance following the current hunting season to address any issues that have not been <br />resolved. Mayor Reinert thanked Chief Pecchia for taking the leadership in this matter <br />and all of the citizens who were involved. He asked for patience and support and give the <br />ordinance a chance to work. <br />Mrs. Scharpen, a resident, asked that the maps be printed in the Quad Paper. <br />Council Member Bergeson noted that originally the proposed ordinance contained <br />mention of several areas of the City that were to be added to the no -hunting zone. This <br />portion of the proposed ordinance was deleted. He explained, at some time in the future <br />the City Council will find it necessary to add some areas to the no -hunting zone. He felt <br />that a formula should be developed to implement this process. No -hunting areas should <br />not be determined based solely on the opinion of persons who live in the area. One such <br />criteria could be housing density. A fair way to identify no -hunting areas must be <br />identified which are not related to the people in the areas. <br />Council Member Kuether moved to approve the FIRST READING of Ordinance No. 09 - <br />95 and dispense with the reading. Council Member Elliott seconded the motion. Motion <br />carried unanimously. <br />PAGE 8 <br />
