create jobs, or provide efficient and diverse housing options as <br />part of the overall development plan for the Center. <br />We have been advised by Met Council Staff that participation in the <br />Livable Communities program may be considered by the Council in the <br />review of "other items" such as our "MUSA Growth Area" request and <br />the Land Exchange request. Additionally, a "report card" is to be <br />forwarded to the Legislature in January indicating which <br />communities have signed up for the program. Mr. Uttley, our <br />liaison with the Metropolitan Council, has encouraged our <br />participation. <br />For the year 1996, there is no cost to the City's participation in <br />the Livable Communities Act. A Metropolitan Council Affordable <br />Life Cycle Fund will be developed for succeeding years that may <br />place a cost on participation. However, the criteria for <br />determining this cost has not been finalized. The Met Council <br />representatives were sketchy, at best, on how this Fund will be <br />determined and what can be used as a credit. In any event, there <br />is no cost for the first year.
