CITY OF VADNAIS HEIGHTS <br />ORDINANCE NO. 415 <br />AN ORDINANCE ESTABLISHING A <br />TRAIL COMMISSION AND ADDING <br />CHAPTER 228 TO THE CITY CODE <br />The City Council of the City of Vadnais Heights does hereby <br />ordain: <br />I. <br />The City Code of Vadnais Heights is hereby amended by adding <br />Chapter 228 to read as follows: <br />228. Trail Commission <br />228.010. Establishment and Purpose. There is hereby <br />established a Trail Commission whose functions shall be to <br />identify and plan pedestrian and bicycle trails throughout the <br />City. <br />228.020. Membership Terms and Removal. The Commission <br />shall consist of five (5) members appointed by the City Council <br />for three-year terms on a calendar basis except that the Council <br />may select members for a one or two-year term on an initial basis <br />in order to stagger the terms of the members. The members of the <br />Commission shall serve without compensation and may be removed <br />from office at any time by the Council. <br />There shall also be appointed by the Council two alternates <br />who may attend and take part in the Commission hearings but shall <br />have no vote, provided that if one or more regular members is <br />absent from any meeting, then an alternate, in order of seniority <br />if more than one, may sit with all the privileges of a member for <br />that meeting only. Upon any vacancy of a regular member, the <br />senior alternate shall automatically become a member of the <br />Commission. <br />228.030. Meeting Dates. The Commission shall establish its <br />own meeting dates, but shall meet at least four (4) times a year. <br />228.040. Procedure. The Commission may adopt its own rules <br />and procedure consistent with this and other city ordinances and <br />laws of the state. These rules may include establishing a <br />chairperson and other officers of the Commission, methods of <br />calling meetings, conduct of hearings, methods of voting, and <br />maintaining Commission records. <br />
