If the city cannot get commitments from the <br />different parties, it will be necessary to withdraw the application. <br /> <br />Mr. Wessel said Rehbein Companies and Dellwood LLC are working through the process <br />toward making a deal for the shopping center site. Mr. Rehbein said they had recently <br />granted Dellwood LLC an extension on their land option. <br /> <br />Mr. Juni asked if the McDonald’s project was dead. Mr. Wessel said the developer, <br />JADT, just initiated legal action to get a permit to begin construction. The city is <br />continuing to negotiate, as the city wants to see the project underway as well. The legal <br />action has to do with the road into the site. <br /> <br />DENSITY IN THE TOWN CENTER <br /> <br />Mr. Wessel said the acceptance of the EDAC plan that was presented at the city council <br />was tabled until October 9 so the council could have further discussions regarding <br />density. The current proposal shows more housing than originally proposed in the Master <br />Plan, and includes townhomes, apartments and senior housing. The EDAC draft plan <br />incorporated the draft comprehensive plan goals and listed some assumptions that had <br />been made to put together the comprehensive plan. The EDAC plan also recommends a <br />specific mixture of density. <br /> <br />Mr. Wessel stated the role of EDAC is advisory recommendations based on concerns <br />about quality economic development. The suggestion is EDAC is making policy <br />decisions and this kind of detail in the EDAC plan is premature. Housing as it relates to <br />economic development needs to be addressed, but maybe in a more general sense. Mr. <br />Gorowsky questioned if EDAC’s role is to get into the details of housing. Mr. Vacha <br />thought it should be more a P&Z issue. Mr. Gorowsky said housing issues are relevant, <br />but not details. EDAC could refashion its statement and take the detail out. <br /> <br />Ms. Schwartz asked if EDAC is not going to address that issue, were there others groups <br />that have experience and knowledge in the city that would address it. Mr. Johnson said <br />housing density has a direct relationship to commercial success. If the city has a <br />commitment to the Town Center and new urbanism, its success is predicated on higher <br />density housing to support it. The concept of high density goes along with this plan. He <br />added that it is within EDAC’s role to discuss whether this is commercially viable. Ms. <br />Schwartz said value is driven by density in this instance. <br /> <br />Mr. Chase said the mayor had requested that the EDAC plan be brought to the council to <br />be endorsed. When the plan was prepared, some of the background was taken from the <br />materials used to draft the comprehensive Plan. If the council changes the comp plan, <br />EDAC may have to revise its plan. <br /> <br />Mr. Jensen asked if apartments were ever discussed on the site. Ms. Divine said the <br />Calthorpe plan has always addressed the design standards in terms of diversity and
