3 <br />Mr. Chase questioned how property owners get in line to develop. Mr. Grochala stated <br />this housing cap starts a line, but how far out can the line go? It's a deterrent to submit a <br />plan as a means of getting in line because the ordinance states a plat needs to start <br />developing within a year. Some of these applications will shake out because they will be <br />determined to be premature subdivisions. The greatest struggle will be when someone <br />comes in with a plat that is in MUSA and adjacent to utilities. Mr. Smyser stated the best <br />the city can do is put together a fair, reasonable ordinance, then see what happens, <br />because this is untested. It may have to be modified over time. Mr. Grochala noted there <br />is land all over the city in Stage 1. Other cities manage growth by outlining one area of <br />the city for its next growth stage. Landowners there know whether they can develop or <br />not. In Lino Lakes landowners may be in Stage 1, but still not know whether they can <br />develop. <br /> <br />Mr. Chase noted the ordinance exempts the Village from the growth cap. EDAC has <br />supported this in the past and the Village needs to remain an independent project. Mr. <br />Milbauer moved to recommend to the council that the exemption of the Village <br />remain in the ordinance. Ms. Schwartz seconded the motion.
