Divine <br /> <br />GENERAL/MINUTES <br /> <br />Minutes of September 4, 2003 were approved. <br /> <br />UPDATES <br /> <br />Ms. Divine stated that Panattoni and Miller Crossroads were approved. <br /> <br />LEGACY AT WOODS EDGE <br /> <br />Ms. Divine distributed the Preliminary Plat for Woods Edge, town center project that has <br />been submitted for approvals. The master developer, Hartford Group, Inc. is asking for a <br />rezone of the entire site to a PDO, with the Calthorpe Design Standards as the PDO <br />ordinance. They are also asking for preliminary plat approval, and site and building plan <br />approval for Phase 1, which includes 122 units of senior apartments above approximately <br />50,000 square feet of retail. <br /> <br />The YMCA site has been redesigned, moving it back behind a building that Hartford <br />plans to build fronting Town Center Parkway. This is a win-win situation for all parties, <br />because it provides the Y with a site where they have to be less concerned about double <br />entrances, the Hartford building will provide a better downtown street appearance, and <br />both projects will be able to share parking. The Y is redesigning their schematic plans to <br />incorporate these changes. <br /> <br />The TIF Plan to establish a 25-year redevelopment TIF district on the Tagg property will <br />be going to the council in November. This plan establishes the budget at the total amount <br />of taxes generated for the life of the district. It does not establish the amount of TIF the <br />developer will receive for the project. The budget allows for TIF to be used for <br />improvements to Lake Drive and potentially for the city’s portion of reconstruction of the
