Minnesota <br />Commission No. 10414-953 <br />The Preliminary Plat for the Trapper's Crossing Subdivision was approved by the City Council, with <br />conditions, on August 8, 1994. One of the conditions is that the developer take action necessary to <br />complete a satisfactory plan for the reconstruction of 12th Avenue/Holly Drive from Ash Street to Birch <br />Street. <br />To determine the cost of the improvement of 12th Avenue and Holly Drive in this area requires <br />preparation of a Feasibility Report. The cost of preparing this report is estimated to be about $20,000. <br />The developer has requested that the City share in the cost of preparing the report in the form of a credit <br />at the time the proposed lots are assessed for City improvements. <br />When reviewing this request, we noted the following: <br />1. The City currently has no formal policy regarding feasibility report cost sharing. On at least one <br />other project in the past, it has been done but much smaller costs were involved. <br />2. The Trapper's Crossing project accounts for about 18% of the front footage along the <br />improvement area to be evaluated by the report. <br />3. Based on a recent traffic study performed in the area, ignoring the effect of any park complex, the <br />subdivision would ultimately account for about 70% of the traffic on 12th/Holly. <br />4. The City would not have this report prepared if not for the proposed subdivision. <br />5. The roadway to be evaluated is a part of the City's Municipal State Aid System of roadways. As <br />such, the City can submit preliminary design costs to be paid for with State Aid funds. <br />After consideration of these items, we recommend that if the roadway improvement project proceeds, <br />the City participate in a maximum of 50% of the cost of preparing this report with the amount not to <br />exceed $10,000. This participation would be in the form of an assessment credit and assumes the City <br />would get reimbursed through the State Aid Account. <br />It is further recommended that a formal policy be prepared regarding feasibility report cost sharing for <br />use in future project discussions. <br />
