Bergeson <br />MEMBERS <br />ABSENT: None <br />OTHER <br />PRESENT: Ron Batty, Bond Consultant <br />Brian Wessel, Community Development Director <br />Mary LaForest, Economic Development Assistant <br />CONSIDERA TION OF MINUTES <br />EDA Member Elliott moved to approve the minutes from the March 28, 1994 and <br />June 12, 1995 EDA meetings. EDA Member Neal seconded the motion. Motion <br />passed unanimously. <br />CONSIDERATION OF RESOLUTION #95-08 ADOPTING THE DEVELOPMENT <br />DISTRICT PROGRAM FOR DEVELOPMENT DISTRICT NO. 3 AND A TAX INCREMENT <br />FINANCING PLAN FOR TIF DISTRICT 3-1 <br />Mr. Wessel explained to the board that the creation of a new development district and <br />adoption of a plan for TIF District 3-1 was to enable the city to respond to <br />development proposals in the Clearwater Creek Development Center. Clearwater <br />Creek and the entire Rural Business Reserve were included in the program, but only <br />the general business and light industrial zones (excluding the Laborer's Training <br />Center) were included in TIF District 3-1. White Bear and Centennial School Districts <br />and county had been notified of the TIF plan, and no comments were received. EDA <br />Member Elliott moved to adopt the program and plan for TIF District 3-1. EDA Member <br />Neal seconded the motion. Motion passed unanimously. <br />CONSIDERATION OF THE CONTRACT FOR PRIVATE DEVELOPMENT BY AND <br />BETWEEN THE LINO LAKES EDA AND BLUE HERON LTD. <br />
