Acting City Engineer <br />DATE August 11. 1995 <br />Consideration of Resolution No. 95-102 Authorizing <br />TOPIC Preparation of a Qommunity Water Supply Plan <br />BACKGROUND: <br />In the 1993 Legislative session the Minnesota State Legislature passed Chapter 186 of <br />the State Law which requires municipal water suppliers within the State to prepare <br />Community Water Supply Plans. The content guidelines for these plans were <br />developed jointly by the Department of Natural Resources - Division of Waters and the <br />Metropolitan Council. The major parts of this plan are as follows: <br />I. Water Supply SystemDescrptionon and Evaluation <br />II. Emergency Planning <br />III. Water Conservation Plans <br />IV. Items for Metropolitan Area Public Suppliers <br />The details of these parts were reviewed at the Council Work Session on August 9, <br />1995. <br />The City is required to submit the Water Supply Plan as an amendment to the local <br />comprehensive plan to the Metropolitan Council and to the Department of Natural <br />Resources by January 1, 1996. The preparation of the City's Water Supply Plan will <br />require assistance and coordination between the Public Works and Finance <br />Departments and policy guidance from the City Council. City staff will be utilized to the <br />maximum extent possible depending on their availability in order to reduce the overall <br />cost of preparing the plan. <br />Failure to prepare and submit the plan to appropriate agencies may jeopardize future <br />approvals of permits and comprehensive plan amendments by the Minnesota <br />Department of Health, the Minnesota Department of Natural Resources, and the <br />Metropolitan Council. <br />OPTIONS: <br />1. Approve Resolution No. 95-102 Authorizing Preparation of a Community Water <br />Supply Plan. <br />2.
