Arthur S. Hawkins
6102 Centerville Road
Hugo, MN. 55038-9754
August 19, 1996
To: Dan Tesch, Asst. Administrator, City of Lino Lakes, Anoka Co. MN..
From: Interviewers for Environmental Affairs Committee (EAC)
Subj: Recommendations for EAC membership
The undersigned interviewers have completed their interviews of nine
candidates for membership on the EAC, as you have directed, and make the
following recommendations to the City Council.
1. Approve for full membership: J. P. Houchins; Lori Frisk -Thompson;
Eugene Lane;: Rod Kukonen; Amy Donlin; Maurine Davidson; and Mike Trehaus,
a total of seven voting members, as specified by the Council.
2. Approve as non-voting alternates: Paul Montain and Tom Green.
3. Approve- as non-voting technical advisors to the committee:
Patricia Tufts and Art Hawkins.
Our rationale for these recommendations follows: Our instructions
called for the selection of a seven -person committee. Our finding was that
those we selected (item 1, above) represent a broad spectrum of environmental
concerns, are well qualified and exhibited an abundance of enthusiasm to
serve on the committee:. No less enthusiastic were the two app1 canta named
in item #2. Paul Montain is well qualified, and has demonstrated his willing-
ness to serve, by his participation on several other committees. We under-
stand that it is Council policy to serve on$' one major board or committee at
a time, so we moved Paul down to alternate on this basis. Tom Green is a
newcomer to this community with no track record in community service. He
wants to get started on a committee dealing with open space and wildlife,
but is short on training along these lines. If the Council is willing to
either expand committee membership to nine or establish an alternate
category, we recommend that both Paul and Tom be included,
Concerning item #3 (technical advisors), Patricia Tufts applied for
committee membership, but subsequently decided to withdraw her name. How-
ever, she indicated a willingness to serve as a technical advisor, if
asked by the committee, and is extremely well-qualified to do so. Art
Hawkins also had indicated by letter that he would be willing to serve in
a similar capacity.
We make the further recommendation that this committee be activated
as soon as possible so they can participate in the formation of the City
Comprehensive Plan. This concludes the assignment of the interviewers.
Arthur S.
