AGENDA ITEM 7C <br />STAFF ORIGINATOR: David Ahrens, City Engineer/Public W orks Director <br />DATE: September 5, 1996 <br />TOPIC: Approve Consulting Engineer Agreement Remedial investigation <br />for Underground Storage Tank Removal <br />DACKOROUI D: <br />The City currently has an underground storage tank and fuel dispensing system <br />that has been replaced by a new fuel storage tank and fuel dispensing system. <br />The abandonment of the existing system must follow Minnesota Pollution Control <br />Agency (MPCA) rules that includes the following phases: <br />1. Preremoval Site Assessment this phase is complete with the report sent to <br />the MPCA. The report states that the existing underground storage tanks <br />"appear to be associated with a petroleum release" and remedial actions are <br />required to be taken. <br />2. Remedial Investigation - this is the current phase of the cleanup project. <br />This phase determines the degree and extent of the contamination. <br />3. Prepare cleanup plan - the Corrective Action Design includes a specific plan <br />to achieve soil cleanup goals. <br />4. Perform cleanup. <br />5. Apply for reimbursement from Petrofund. <br />Each phase of the cleanup process is eligible for Petrofund assistance. This <br />assistance can be up to 90% of the costs to perform each of the above <br />mentioned phases. Ineligible costs are the responsibility of the City and have <br />been included in the 1996 budget. <br />DISCUSSION: <br />Two proposals were solicited per MPCA rules to perform a Remedial <br />Investigation of the release site. Wenck Associates, Inc. submitted a proposal in <br />the amount of $8,558.00. STS Consultants, Ltd. submitted a proposal in the <br />amount of $8,968.00. Although STS Consultants performed phase 1 of the work <br />and has some local knowledge of the site cleanup, staff is recommending that <br />Wenck Associates receive approval to perform the Remedial Investigation work. <br />
