AGENDA ITEM 4A <br />STAFF ORIGINATOR: David Ahrens, City Engineer/Public Works Director <br />DATE: October 24, 1996 <br />TOPIC: <br />CONTINUATION OF PUBLIC HEARING, Resolution No. 96-137, <br />Adopting Assessment, Rice Lake Estates Letter of Map Revision <br />INTRODUCTION: <br />The City Council continued the public hearing for adopting the assessment to certain <br />properties in Rice Lake Estates. The assessment is for the preparation of a Letter of <br />Map Revision to remove the properties from a designated flood zone. One of the <br />residents appealed the assessment as the proposed assessment was $138.88 per lot <br />which compares to $94 per lot estimate at the beginning of the project. <br />BACKGROUND; <br />The original es mate to complete the Letter of Map Revision was $3,400. This estimate <br />was based on the understanding that no FEMA processing fees would be required and <br />the scope of work was to provide additional elevation information to support previously <br />submitted drainage information done in 1987. Per FEMA's direction, the submittal <br />could not be treated as an on-going review to the previous drainage information and the <br />Letter of Map Revision was to be treated as a new application. This increased the <br />processing fees paid to FEMA from $0 to $400. Additionally, this increased the <br />engineering work by $900 to submit a new Letter of Map Revision. The costs are <br />summarized as follows: <br />Original Estimate <br />Additional FEMA Processing Fees <br />Additional Engineering Expense <br />TOTAL PROJECT COST <br />$3,400 <br />$ 400 <br />$ 900 <br />$4,700. <br />Based on the above information, the final assessment to each lot involved in the Letter <br />of Map Revision is $130.55 ($4,700/36 lots). <br />OPTIONS: <br />1. Adopt Resolution No. 96-137 adopting the assessment for the <br />Letter of Map Revision at $94 per lot. <br />2. Adopt Resolution No. 96-137 adopting the assessment for the <br />Letter of Map Revision at $130.55 per lot. <br />RECOMMENDATION: <br />Staff recommends that the assessment for the Rice Lake Estates <br />Revision be $130.55 per lot <br />Rice Lake Estates <br />Rice Lake Estates <br />of Map <br />
