AGENDA, ITEM 6B <br />STAFF ORIGINATOR: David Ahrens, City Engineer/Public Works Director <br />DATE: October 24, 1996 <br />TOPIC: Consideration of Amendment to Apollo Drive Access Agreement <br />BACKGROUND: <br />Twin City townhomes has submitted, an application to the Planning & Zoning Board to construct <br />townhomes between 35W, Lea Court, and Apollo Drive. The developer proposed access for <br />the proposed development via Lea Court since there is an existing Agreement between Anoka <br />County and the City that prohibits an additional access to Apollo Drive. The developer prefers <br />to have access from Apollo Drive and approached the County to have the Agreement revised to <br />allow one additional access for the development. The County agreed to revise the Access <br />Agreement. The section proposed to be change currently reads as follows: <br />The City shall limit access to the proposed Apollo Drive by limiting to four (4) the <br />accesses to Apollo Drive to the south between Sunset Road and Jon Avenue, and <br />limiting to four (4) the number of accesses plus one (1) roadway to Apollo Drive to the <br />north between Sunset Road and Jon Avenue. <br />This section is proposed to read as follows: <br />The City shall limit access to the proposed Apollo Drive by limiting to five (5) the <br />roadway accesses to Apollo Drive to the south between Sunset Road and Jon Avenue, <br />and limiting to four (5) the number of driveway accesses to Apollo Drive to the north <br />between Sunset Road and Jon Avenue. <br />The proposed amendment adds one additional roadway access to Apollo Drive to the south and <br />changes the one roadway access s to Apollo Drive to the north to a driveway access. The <br />change to the access to Apollo Drive to the north does not negatively impact the property <br />owners' ability to have access to Apollo Drive and develop their property. The roadway access <br />to Apollo Drive to the north is not needed to provide transportation service to the surrounding <br />neighborhood. <br />The additional roadway access to Apollo Drive to the south benefits the City and property <br />owners on Lea Court by allowing all (or a majority) of the traffic from the townhome proposal to <br />not access Lea Court. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt motion authorizing Mayor and City Clerk to sign the amen <br />Agreement for Construction of Apollo Drive. <br />RECOMMENDATION: <br />Staff recommends option 2. <br />o the Joint Powers <br />
