Form B-3 <br /> <br /> <br /> <br />REQUEST FOR PERSONAL SERVICE CHANGES <br /> <br /> <br /> <br /> <br />Department: Community Development <br /> <br /> <br />Supervisor: Jeff Karlson <br /> <br /> <br />Position Title: Community Development <br />Director <br /> <br />Budget Impact: $3,988 <br /> <br /> <br /> <br /> <br />Justification for change: <br /> <br />Mr. Grochala is below the market rate for community development director positions in the <br />metro area with populations of 15,000 - 30,000 based on both internal and external market <br />factors. <br /> <br />A LMC Salary & Benefits Survey showed Mr. Grochala is below the average maximum salary <br />range by nearly $4,000. Michael’s current salary is $112,536. The average range maximum for <br />his position is $116,418. The cities included in the survey were Brooklyn Center, Champlin, <br />Chanhassen, Columbia Heights, Crystal, Fridley, Hastings, Hopkins, New Hope, Prior Lake, <br />Ramsey, Rosemount, Stillwater, West St. Paul, and White Bear Lake. <br /> <br />A three percent market adjustment would bring Mr. Grochala more in line with the average <br />maximum salary of other similarly-sized cities. <br />Budget Work Session 7-31-17 36
