AGENDA ITEM 3B <br />STAFF ORIGINATOR: David Ahrens, City Engineer/Public Works Director <br />DATE: December 5, 1996 <br />TOPIC: Consider Approval of Entering into a Joint Powers Agreement, <br />Wellhead Protection Plan <br />BACKGROUND: <br />Each water supplier in the State of Minnesota is required to prepare a Wellhead <br />Protection Plan. This plan includes a determination of wellhead protection areas <br />around our wells to allow the city to determine if there is a potential for well <br />contamination. <br />Ten cities in Anoka County 'have tentatively agreed to enter into a Joint Powers <br />Agreement to have one consulting firm work for the cities to prepare a common <br />Wellhead Protection Plan. Considerable savings can be realized by each city <br />having one consultant work for the ten cities as compared to each city hiring their <br />own consultant. <br />The agreement outlines that the cities will first meet and request proposals from <br />firms capable of performing the required work. Upon receipt of the proposals the <br />amount of Lino Lakes' share will be known. If the City feels that our portion of <br />the work, is too high, the City can withdraw from the agreement without incurring <br />any costs. Lino Lakes share of the work is 5.2% of the total cost. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Not enter into the Wellhead Protection Joint Powers Agreement <br />3. Adopt a motion authorizing and directing the Mayor and City Clerk to execute <br />the Wellhead Protection Joint Powers Agreement. <br />RECOMMENDATION: <br />Staff recommends that Council adopt a motion authorizing and directing the <br />Mayor and City Clerk to execute the Wellhead Protection Joint Powers <br />Agreement. <br />
