MEMORANDUM
Date: June 5, 1995
To: Chief Pecchia
From: Steve Mortenson, Sergeant
Subject: May Community Policing Projects
The following details, projects or assignments were completed or started concerning
community oriented policing for the month of May 1995:
On May 20, 1995, Officer C. Ross was assigned the detail in checking on vehicle traffic
coming and going from the address of 700 W. 77th Street where suspected drug
trafficking/suspicious activity was reported. Officer C. Ross periodically checked this
residence for four days logging the vehicles that he had seen coming and going from this
residence. (see attached list.) The purpose of this was to create a list so officers could
become familiar with who these people were incase of any police contacts.
Officer Young was receiving complaints of reckless drivers/vehicles in the areas of
Glenview Lane and Parkview Drive. Officer Young spent alot of time in this area by
means of extra patrol and stationary radar. Officer Young reported not seeing a real
problem with reckless vehicles but he did speak with area residents about the problem,
which revealed only a few residents complaining about the vehicles and most of the
residents stating they did not feel there was a significant problem. Officer Young
continues to monitor this situation.
Officers Zerwas, Costa and Wagner were all given nuisance notifications occurring
throughout the city, mainly junk vehicles. Most of the problems seemed to occur in
precincts 1 & 2. These problems were addressed to the home owners by the officers
which ended up with the residents "cleaning up" the problem.
At a May council meeting, a local resident addressed the council by sharing her concern
about the number of vehicles passing on the right which is prohibited by state statute. The
area of concern has been on Main Street in the 800 & 900 blocks. All officers were
assigned to monitor and stop all violators. Officers were instructed to issue traffic
citations or warning citations for this offense. As of June 5, 1995, I have received copies
of 6 traffic citations and/or warning citations. This detail will continue for approximately
1 month so we can monitor the situation.
Officer Young has started to organize a bike patrol they will be a function of the police
department. The idea of this program is to allow officers to ride the bicycle in places
