Pedestrian levels during the summer would be <br />higher and accommodations should be provided for the safe crossing. <br /> <br />B. Vehicle Speeds - In conjunction with the daily traffic counts, vehicle speeds were also <br />collected. Vehicle speed data is typically given as the 85% speed. The 85% speed represents <br />the speed at which 85% percent of the counted vehicles are traveling at or below. Research <br />indicates that this value is where most drivers will operate their vehicle in a reasonable <br />manor. Below in Table 4 is a summary of speed data collected. <br /> <br />Table 4 – Speed Data Summary <br />Intersection Approach 85% Speed <br />(mph) <br />Highest Recorded <br />Speed (mph) <br />% Over <br />Speed Limit <br />Bald Eagle Blvd North of <br />Partridge Ct 36 48 (2 occurrences) 63% <br /> <br />As indicated in the table, the 85% recorded speed is above the posted 30 mph speed limit. <br />Based on this data, speeding appears to be an issue through this area. <br /> <br />C. Crash History - Using the State of Minnesota Crash Mapping Analysis Tool (CMAT), crash <br />data from the past 5 years was documented. It was determined that there have been no <br />reported crashes in the area including at the intersection of Bald Eagle Boulevard and <br />Partridge Court. <br /> <br />D. Roadway Characteristics - The existing roadway characteristics was documented within the <br />study area. This included roadway geometrics and location of: warning signs, stop signs, <br />speed limit signs, other warning signs, pedestrian crossing signs and crosswalks. A summary <br />of the roadway characteristics is discussed below: <br /> Lanes: Two, 12 foot lanes (one in each direction) <br /> Pavement Markings: Yellow center line and white edge lines <br /> Intersection Control (Bald Eagle Blvd at Partridge Ct): Side Street Stop <br /> Speed Limit Sign: Posted 30 mph <br /> Curve Warning Signs: For curves north of Partridge Ct <br /> Pedestrian Crosswalk Warning Signs: Northbound advanced sign and at crosswalk, <br />and; and southbound advance sign approaching the crosswalk. No southbound <br />warning sign at the crosswalk is present. <br /> Pedestrian Crosswalk: Stripped zebra crosswalk north side of Partridge Ct <br /> Roadway Alignment: Both horizontal and vertical curves restricting sight lines <br />entering and exiting Partridge Ct and view of the pedestrian crosswalk. <br /> A private parking area is provide on Partridge Ct just west of Bald Eagle Blvd for <br />local residents using the marina on the east side of the roadway.
