<br />WS – Item #7 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br /> <br />Date: August 7, 2017 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 2018 Street Reconstruction Project – West Shadow and LaMotte Area <br /> <br />Background <br /> <br />On June 12, 2017 the City Council held a public hearing and took action to adopt Resolution No. <br />17-54 approving the 5 Year Street Reconstruction Plan (2017 – 2021). The plan includes the <br />proposed reconstruction of the West Shadow and LaMotte Area in 2018. 4th Avenue (north of <br />Main), Diane Street, 81 St., Elbe St. and Danube St are proposed for reconstruction in 2021. <br /> <br />The plan was subject to a reverse referendum process which allows city residents to submit a <br />petition to request an election on the plan. The petitioning period closed on July 12, 2017 and no <br />petition was received. As a result the council may consider moving forward with the proposed <br />2018 improvements. <br /> <br />The next step in the process will be to authorize preparation of plans and specifications. WSB, <br />City Engineer, has submitted a proposal to provide these services. The proposal includes: <br /> <br />• Site data collection including topographic survey, well and septic system survey, sump <br />pump investigation, soil borings and evaluation, and culture resources review. <br />• Preliminary and Final Design plans for street, storm, water and sanitary sewer <br />improvements. Design includes culvert replacement as well as proposed stormwater lift <br />station on West Shadow. <br />• ROW/easement acquisition services including title research, owner meetings, acquisition <br />reports, and document preparation. (Additional services may be required depending on <br />the scope and complexity of any proposed acquisition). <br />• Public Involvement and communications including neighborhood meetings and project <br />website. <br /> <br />The proposed fee for services is $506,220. The estimated construction cost is $5,612,000 <br />including both sanitary sewer and water improvements. Total project cost, including <br />construction contingencies, engineering, legal and administrative costs is approximately <br />$6,970,000. The inclusion of sanitary sewer and water in the project will be determined during <br />the final design process following additional neighborhood discussion and review. <br /> <br />Once authorized WSB will begin the data collection process including the topo survey and <br />septic/well inventory on the project. Neighborhood meetings would soon follow.
