CITY COUNCIL <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />MEETING DATE: June 26, 2017 <br />TOPIC: Consider Resolution No. 17-57, Approving Purchase of <br />Playground Equipment for NorthPointe Park <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being requested to consider approving the purchase of playground <br />equipment for NorthPointe Park. <br />BACKGROUND <br />Six vendors were sent an RFP for the NorthPointe Park Playground Project. The project scope <br />included the design of the playground equipment within the footprint container area with a <br />specified budget of $75,000. The total cost includes the playground components, engineered <br />wood fiber surfacing, geotextile fabric, additional necessary resilient surfacing systems such as <br />wear mats for swing/slide areas, certified playground installer (installation to be completed by <br />volunteers and City staff), an audit conducted by a Certified Playground Safety Inspector for <br />compliance, warranties, delivery, and taxes. All equipment must meet all applicable ASTM, <br />CPSC and ADA standards for safety and accessibility. <br />The City received five proposals. The playground equipment proposals were on display at <br />Lino Lakes Fire Station #2 on June 12 and June 15 for review. NorthPointe residents, Park <br />Board Members, and the City Council were invited to review the proposals, make comments, <br />and provide input on the selection of the project. <br />In evaluating the proposals, staff also considered factors such as the quality of the overall <br />design (i.e. use of the space, size of structures, aesthetic appeal, capacity, number of play <br />elements, age-appropriate activities), equipment quality (materials used, sizes/thicknesses of <br />pipes), ease of maintenance, installation experience, and the play experience provided. <br />Staff met with interested residents to make final decisions such as color selection. It is <br />anticipated to install the playground equipment on Saturday, September 16th with residents, a <br />certified playground installer, and park maintenance staff. <br />It is staff's recommendation to award the NorthPointe Park Playground Project to Northland <br />Recreation, LLC. Funding for this playground equipment project will be from the Dedicated <br />Parks Fund. <br />RECOMMENDATION <br />Award NorthPointe Park Playground Equipment Project to Northland Recreation, LLC in the <br />amount of $75,000. <br />ATTACHMENTS <br />Resolution No. 17-57 <br />
