4.1.1.10 <br />4.1.1.11 <br />4.1.1.12 <br />Antenna supporting structures designed in accordance with any <br />applicable governmental building codes, as amended, and painted, <br />lighted and erected and maintained in accordance with all <br />applicable rules and regulations of the Federal Aviation <br />Administration, the Federal Communications Commission and all <br />other applicable codes and regulations; <br />Facilities and equipment at the headend allowing the Grantee to <br />transmit or cablecast signals in substantially the form received, <br />without substantial alteration or deterioration; <br />The Grantee shall provide adequate security provisions in its <br />Subscriber site equipment to permit parental control over the use of <br />Grantee's Cable Service. The Grantee, however, shall bear no <br />responsibility for the exercise of parental controls and shall incur <br />no liability for any Subscriber's or viewer's exercise or failure to <br />exercise such controls; <br />4.1.1.13 Facilities and equipment capable of operating within the <br />temperature ranges typical to the climate of the North Metro <br />Franchise Area over the calendar year; <br />4.1.1.14 <br />4.1.1.15 <br />The System shall be so constructed and operated that there is no <br />perceptible deterioration in the quality of Public, Educational, <br />Governmental or religious Access Channel signals after delivery of <br />such signals to the first interface point with Grantee's bi- <br />directional fiber PEG transport line, Grantee's headend or the <br />subscriber network, whichever is applicable, as compared with the <br />quality of any other channel on the System. As used in this <br />paragraph, "deterioration" refers to delivery that is within the <br />control of the Grantee; and <br />The Grantee must have TDD/TYY (or equivalent) equipment at <br />the company office, and a publicly listed telephone number for <br />such equipment, that will allow hearing impaired customers to <br />contact the company. <br />4.1.2 Emergency Alert System. At all times during the term of this Franchise, <br />Grantee shall provide and maintain an Emergency Alert System ("EAS"), <br />consistent with applicable federal law and regulations including 47 C.F.R., Part <br />11, and any State of Minnesota Emergency Alert System Plan requirements. <br />The EAS shall allow authorized officials to override the audio and video <br />signals on all Channels to transmit and report emergency information. In the <br />case of any sudden, unforeseen event that has the potential to cause significant <br />damage, destruction, or loss of life, Grantee shall make the EAS available <br />without charge and in a manner consistent with any State of Minnesota <br />19 <br />
