CITY COUNCIL <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR: Jeff Karlson, City Administrator <br />MEETING DATE: December 28, 2015 <br />TOPIC: Consider 2nd Reading and Adoption of Ordinance No. 14-15, <br />Regulating Joint Powers Agreements <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council consideration of a second reading of Ordinance No. 14-15, <br />adding Chapter 215 to the City Code, which regulates Joint Powers Agreements. <br />BACKGROUND <br />Joint powers agreements are usually limited in scope and duration and do not result in creation <br />of a joint powers entity. However, when a joint powers board is established and there is a <br />requirement for ongoing financial contributions from the City, it is not appropriate for the City <br />to be held to a governing position that is disproportionate to the amount of support provided. <br />By adding Chapter 215 to the Lino Lakes Code of Ordinances, language is in place that ensures <br />that the City will not participate in a joint powers agreement unless voting powers on a <br />governing board are proportional to the City's financial obligations relative to the other board <br />members. <br />RECOMMENDATION <br />Consideration of 2nd reading of Ordinance No. 14-15 with following actions: (1) dispense with <br />the full reading of the ordinance; and (2) a roll call vote for adoption of the ordinance. <br />ATTACHMENTS <br />Ordinance No. 14-15 <br />
