COUNCIL MINUTES March 12,2012 <br /> APPROVED <br /> 46 <br /> 47 February 27,2012 Special Work Session Minutes Approved <br /> 48 <br /> 49 Resolution No. 12-26, Authorizing New Tobacco <br /> 50 License for Corner Express, 7997 Lake Drive Approved <br /> 51 <br /> 52 FINANCE DEPARTMENT REPORT <br /> 53 <br /> 54 There was no report from the Finance Department. <br /> 55 <br /> 56 ADMINISTRATION DEPARTMENT REPORT <br /> 57 <br /> 58 3A) Second Reading and Adoption of Ordinance No. 04-12,Amending Title 700, Chapters 701 <br /> 59 and 702 of the Lino Lakes Code of Ordinances, regarding Liquor and Beer, adding Off-Sale <br /> 60 Growler License- City Clerk Bartell reported that based on direction from the City Council and with <br /> 61 the assistance of the City Attorney, staff prepared an ordinance that adds a new type of liquor license <br /> 62 to the city code. An Off-Sale Growler license would allow either a State licensed brewery <br /> 63 or a facility with an on-sale liquor license to sell their brewed product. The product may only be <br /> 64 packaged as "growlers", as defined by state statute, and sales are governed under regular off-sale <br /> 65 regulations. The fee for this license will be $200 per year. The council approved first reading of the <br /> 66 ordinance on February 27. Staff is now recommending that the council approve the second reading <br /> 67 and adoption of Ordinance No. 04-12 amending the city code to include an Off-Sale Growler license. <br /> L68 <br /> 69 Council Member Roeser moved to waive full reading of the ordinance. Council Member O'Donnell <br /> 70 seconded the motion. Motion carried on a unanimous voice vote. <br /> 71 <br /> 72 Council Member Roeser moved to approve the 2nd Reading and adoption of Ordinance No. 04-12 as <br /> 73 presented. Council Member Stoesz seconded the motion. Motion carried; Yeas, 5;Nays none. <br /> 74 <br /> 75 PUBLIC SAFETY DEPARTMENT REPORT, <br /> 76 <br /> 77 4A) Authorize Police Department to convert certain seized property for use by the Department <br /> 78 -Public Safety Director Swenson noted that city ordinance authorizes the city council to move <br /> 79 property from seizure status for use by the city. All statutory requirements for this type of conversion <br /> 80 including notification have been fulfilled. Staff requests authorization to utilize this computer <br /> 81 equipment within the department. <br /> 82 <br /> 83 Council Member O'Donnell moved to approve the conversion of property as requested. Council <br /> 84 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 85 <br /> 86 4B) Resolution No. 12-25 Authorizing city participation in the Anoka County All Hazard <br /> 87 Mitigation Plan—Public Safety Director Swenson explained that this Plan was actually approved by <br /> 88 the council in 2003 but it should be reviewed and adopted regularly by involved cities. The staff <br /> 89 report includes the portions of the Plan that relate to the city of Lino Lakes. He is comfortable <br /> 90 continuing with this Plan. A council member asked if this requires a city commitment of any type and <br /> 2 <br />
