CITY COUNCIL WORK SESSION April 23, 2012 <br /> APPROVED <br /> CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : April 23,2012 <br /> 5 TIME STARTED : 5:35 p.m. <br /> 6 TIME ENDED : 6:00 p.m. <br /> 7 MEMBERS PRESENT : Council Member Stoesz (arrived at 5:55 p.m), <br /> 8 O'Donnell, Rafferty, Roeser and Mayor <br /> 9 Reinert <br /> 10 MEMBERS ABSENT : None <br /> 11 <br /> 12 Staff members present: City Administrator Jeff Karlson; Community Development <br /> 13 Director Michael Grochala; City Engineer Jason Wedel; City Clerk Julie Bartell <br /> 14 <br /> 15 4. Lilac Street Rehabilitation-City Engineer Wedel distributed his staff report. <br /> 16 The council has authorized the turn back of Lilac Street from Anoka County to the City. <br /> 17 As part of that process,the city received $300,000 for future overlay of the street. After <br /> 18 a study of the roadway condition, Mr. Wedel explained that it was determined that a <br /> 19 reclamation project would better serve the situation. Since Anoka County is in the <br /> 20 process of establishing a large reclamation project, he asked them to include Lilac Street <br /> 21 as an alternate in the bidding process. The price bid is favorable but is approximately <br /> 22 $12,000 over the $300,000 available in the city budget. Mr. Wedel is asking if the <br /> L 23 council would like to utilize existing balance in the pavement management funds to <br /> 24 facilitate the project. <br /> 25 <br /> 26 The council concurred with utilizing the funds as proposed and will anticipate that staff <br /> 27 will bring forward a joint powers agreement for the project. <br /> 28 <br /> 29 1. Schedule Strategic Planning Meeting-City Administrator Karlson reported that he, <br /> 30 along with management staff, is recommending that the council take a strategic look at <br /> 31 where the city, including its projects and plans, are at. Such an effort will be helpful for <br /> 32 future budget discussions. <br /> 33 <br /> 34 The council concurred that they will hold a special session on Monday, May 21, at 6:00 <br /> 35 p.m. <br /> 36 <br /> 37 2. I-35W Managed Lanes Study Update-City Administrator Karlson noted that he <br /> 38 included a flyer on an upcoming meeting for elected officials. There is a corridor study <br /> 39 underway and MnDOT is looking at adding a MnPass lane on I35W north from <br /> 40 downtown to Forest Lake. They wish to keep public officials informed. <br /> 41 <br /> 42 3. Blue Heron Days-City Administrator Karlson noted that City Economic <br /> 43 Development Coordinator Mary Divine has announced that William Combs will no <br /> 44 longer be able to serve as parade coordinator for the Blue Heron Days parade. She <br /> 45 volunteered to cover the responsibilities since no one else stepped forward. Mr. Karlson <br /> 1 <br />
