This report seeks to outline major activities and concerns of the Commission as discussed in Charter meetings. 2009 Annual Report, Approved by the Lino Lakes Charter Commission, July 8, 2010 Membership With the resignation of Chair Cory Duffy, Commissioner Connie Sutherland was appointed in late of 2008 to complete the term. Her fist meeting was January 8, 2009. A new Chair was elected, Chair Caroline Dahl and Vice Chair Melissa Stockman Maher. Meetings Full meetings of the Charter Commission were held on January 8, April 9, July 9 and October 8. Additional special meetings were held on July 23, August 6 and August 20 and December 3rd. Minutes In an effort to save money, the Charter Commission Secretary now records the minutes for the regular and special meetings held throughout the year. Council/Commission Communications between the Commission and the City Council has remained strained. The Commission invited the council to a special Charter meeting, August 20, to discuss the Charter Budget. The meeting was attended by three of the five member council. The meeting was cordial and hopeful and agreed upon for operational funds to be put in the Charter Budget, but no changes were put into place to pay the bills that are in arrears nor for operating funds, for the remaining months in 2009. Proposed Charter Amendment by Ordinance An Amendment by Ordinance was brought forth by a Commissioner to the Commission. The Commission agreed on the changes and it was "Hand Delivered" to the City Clerk to distribute to council. The Amendment reads as follows: "All regular open council meetings, the Open Mike portion, and council work sessions shall be televised. Should the City council determine it is necessary to exempt a given council meeting or council work session from this procedure, they may do so by motion."
