This report seeks to outline major activities and concerns of the <br />Commission as discussed in Charter meetings. <br />2009 Annual Report, Approved by the Lino Lakes Charter Commission, July 8, 2010 <br />Membership <br />With the resignation of Chair Cory Duffy, Commissioner Connie Sutherland was appointed in <br />late of 2008 to complete the term. Her fist meeting was January 8, 2009. A new Chair was <br />elected, Chair Caroline Dahl and Vice Chair Melissa Stockman Maher. <br />Meetings <br />Full meetings of the Charter Commission were held on January 8, April 9, July 9 and October 8. <br />Additional special meetings were held on July 23, August 6 and August 20 and December 3rd. <br />Minutes <br />In an effort to save money, the Charter Commission Secretary now records the minutes for the <br />regular and special meetings held throughout the year. <br />Council/Commission <br />Communications between the Commission and the City Council has remained strained. The <br />Commission invited the council to a special Charter meeting, August 20, to discuss the Charter <br />Budget. The meeting was attended by three of the five member council. The meeting was <br />cordial and hopeful and agreed upon for operational funds to be put in the Charter Budget, but <br />no changes were put into place to pay the bills that are in arrears nor for operating funds, for <br />the remaining months in 2009. <br />Proposed Charter Amendment by Ordinance <br />An Amendment by Ordinance was brought forth by a Commissioner to the Commission. <br />The Commission agreed on the changes and it was "Hand Delivered" to the City Clerk to <br />distribute to council. The Amendment reads as follows: <br />"All regular open council meetings, the Open Mike portion, and council work sessions shall be <br />televised. Should the City council determine it is necessary to exempt a given council meeting or <br />council work session from this procedure, they may do so by motion." <br />
