2 <br />The council discussed but there was neither a move to adopt the Charter Amendment by <br />Ordinance nor any discussions addressing any of the items in the Ordinance. <br />Charter Expenditures <br />The Commission requested a budget increase several times and discussed with three <br />members of the council that the Charter has outstanding bills that need to be paid. Two of the <br />council members agreed that they do need to be paid. The bills were significant because of <br />the audit. The council has not paid the remaining bills as of this date. The Commission has not <br />been able to move forward and bring forth any amendments to be put on the ballot with a <br />deficit in the Charter Budget. <br />Five Year Financial Plan <br />Under the Charter, the Five Year Plan requires annual updating. In late 2009, the former City <br />Administrator, Gordon Heitke, sent a letter to the Commission stating the council has changed <br />from voting on the five year plan in the fall, then in January, to later in the Spring. The <br />Commission received its first update to the plan since 2002.
