Schurrer <br />Chief Judge, Tenth Judicial District <br />Washington County Government Center <br />Stillwater, MN 55082-3802 <br />Dear Judge Schurrer: <br />As required by state law, please find the following annual report for the Lino Lakes Charter <br />Commission: <br />2007 Lino Lakes Charter Commission Annual Report <br />Approved by the Charter Commission on January 17, 2008 <br />New officers of the Charter Commission were installed at the April 12, 2007 meeting due to the <br />resignation of Chair Paulette Warren in January. They include Chair Cori Duffy, Vice Chair <br />Tom Vacha, and Secretary Caroline Dahl. <br />Meetings <br />Full meetings of the Charter Commission were held on January 11, April 12, July 19 and <br />October 11. Additional special meetings were held on April 30, June 14, July 19, August 23, <br />September 6, October 11, November 1, 15 & 29. A joint meeting with the city appointed <br />Charter Task Force was also held on May 1. This report seeks to outline major activities and <br />concerns of the Commission as discussed in Charter meetings. <br />Minutes <br />The Commission is satisfied with the business hired by the City to record Charter meetings. <br />The Commission requested the recording secretary to provide expanded summary minutes of <br />all meetings instead of full discussion format that had previously been provided. <br />Council/Commission <br />Communications between the Commission and the City Council continue to be strained. In <br />January the Commission invited the City Engineer and the Community Development Director <br />to the Charter meeting to discuss developing a process and plan for road reconstruction, with <br />potential to move toward an amendment. Said invitation was rejected. <br />In February the Council appointed a nine -member committee, the Citizen's Task Force, to <br />study Chapter VIII of the Charter as it relates to road reconstruction, and brought forth an <br />amendment. Members of the Charter Commission were notified of this development through <br />local newspaper articles and were invited to attend the May 1 meeting of the Task Force. <br />
