Voters desiring to vote against the Charter amendment listed below, fill <br />in the oval opposite the word "NO". <br />Replace entire sections of 8.04, 8.05, 8.06 and 8.07 of the current Charter with two (2) sections as follows: <br />8.04 SpecL4ssessatentLimitations <br />Subdivision 1. The amount of the special assessment against abenefited property shall belimited <br />to the special benefit received from an improvement project. <br />Subdivision 2.. The portion of the special assessment which is for installing sewer and water <br />mains, pipes, or service (not including storm sewer) for any property served by an operating private <br />well and septic system shall be a deferred assessment. <br />Subdivision 3. The deferred asst shall bear interest accrued from the date of the resolution <br />establishing the special assessments, at a rate not to exceed 1 % in excess of the interest rate paid by the <br />City on the improvement financing. Interest shall accrue on the deferred assessment for a maximum of <br />fifteen (15) years. The deferred assessment shall be due and payable per state statute upon hookup to <br />sewer and water, subdivision of or sale of the property. <br />8.05 Additional Funding <br />Improvement cost not covered by special assessments may be funded by the use of general funds <br />of the City. <br />O YES <br />O NO <br />
