Charter Commission
Appointment Process
1. Openings occur either by members leaving or terms expiring. When an opening
occurs or is impending, the charter chair sets a period during which applications will be
accepted.
2. The opening(s) is advertised in the newspapers (Quad Press & The Citizen), the city
Web site, city newsletter, posted notice at city hall, and advertisement on the city cable
channel.
3. Applications are available at City Hall and on the Web site; notice requests that
completed applications be sent to the charter commission chair at the home address**;
4. The appointing authority is the chiefjw ge of the area district court. The charter
commission (I believe the secretary) submits the application(s) to the chief judge.
5. City Clerk receives an order from the chief judge appointing members; newly
appointed members are sworn in and sign a certificate of acceptance that is forwarded to
the chief judge.
** It is my understanding that previous to about 2005, applications were submitted to city
hall and forwarded to the chief judge by city staff.
