Motion carried on a unanimous voice vote. <br /> 94 <br /> 95 PUBLIC SAFETY DEPARTMENT REPORT <br /> 96 <br /> 97 There was no report from the Public Safety Department. <br /> 98 <br /> 99 PUBLIC SERVICES DEPARTMENT REPORT <br /> 100 <br /> 101 5A) Resolution No. 12-51, Authorizing a Utility Rate Study—Public Services Director DeGardner <br /> 102 explained that the city's last rate analysis was completed in 2008 so it would be appropriate to have <br /> 103 an up to date study conducted that would include review of utility data(past and present), volumes, <br /> 104 capital improvements, debt service requirements, policies and practices, growth trends and <br /> 105 engineering elements of the utility system. He has requested and received a proposal from <br /> 106 Springsted, Inc. to conduct such a study. Some pre-study analysis is also being recommended and <br /> 107 would be conducted and reported by the city's engineering firm, WSB & Associates. Mr. <br /> 108 DeGardner is requesting council authorization to proceed under contract with the study. <br /> 109 <br /> 110 Council Member O'Donnell moved to approve Resolution No. 12-51 as presented. Council Member <br /> 111 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 112 <br /> 13 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br /> ''114 <br /> 115 6Ai) Resolution No. 12-53, Interim Use Permit for Accessory Outdoor Storage, City Planner <br /> 116 Bengtson recalled that the council approved an ordinance allowing certain storage with an interim use <br /> 117 permit. The business owner at 7301 Apollo Court has applied for a permit that would allow him to <br /> 118 store certain building materials outdoors. His application includes a layout of the storage area (shown <br /> 119 on an overhead)that includes landscaping and fencing to provide screening. He noted conditions to <br /> 120 the permit that are recommended by staff and findings included in the report regarding the <br /> 121 application. A public hearing was held on the request at the Planning and Zoning Board with one <br /> 122 resident speaking about noise concerns. He noted that the council discussed the request at their work <br /> 123 session previous to the council meeting including hours of operation. <br /> 124 <br /> 125 Council Member Roeser moved to approve Resolution No. 12-53 with an amendment to indicate that <br /> 126 hours of operation will be limited to 7:00 a.m. to 8:00 p.m. Council Member O'Donnell seconded the <br /> 127 motion. Motion carried on a unanimous voice vote. <br /> 128 6Aii Resolution No. 12-57, Performance Agreement for Lakes Building Components Accessory <br /> 129 Storage Yard—City Planner Bengtson reviewed his report outlining the proposed performance <br /> 130 agreement linked to the aforementioned interim use permit for outdoor storage. <br /> 131 Council Member Stoesz moved to approve Resolution No. 12-57 as presented. Council Member <br /> 132 Roeser seconded the motion. Motion carried on unanimous voice vote. <br /> 3 <br />
