CITY COUNCIL WORK SESSION August 7, 2017 <br />APPROVED <br />45 <br />46 Staff was directed to proceed with the communication aspect, including a reminder to <br />47 speak to teenage drivers in the family. <br />48 <br />49 Bald Eagle Boulevard -Community Development Director Grochala explained the <br />50 history of traffic issues in the area. <br />51 <br />52 Chuck Rickert, WSB & Associates, reported on the results of their traffic study. They <br />53 found traffic speeding on a consistent basis. Their recommendation is installation of <br />54 driver dynamic signs to inform on speed. The other recommendation is to clear brush to <br />55 improve the sight line. He admitted that they don't have a good idea of the pedestrian <br />56 situation because it wasn't active during the study period. They are additionally <br />57 recommending a pedestrian advisory sign. <br />58 <br />59 Community Development Grochala remarked that staff proposes to follow the <br />60 recommendations of the study and to return with information on the cost of the signs. <br />61 The cost is proposed to be funded through the Council contingency account. <br />62 <br />63 Mayor Reinert suggested that staff inform the neighborhood on the project. <br />64 2. Comprehensive Plan Update —Kendra Lindahl , Landform, reviewed a <br />65 PowerPoint presentation, including: <br />66 - Open house feedback (including a meeting in a box result); receipt of a few requests for <br />67 specific actions on people's property; <br />68 - Community Survey Results — safety came through very strong; top three are more retail, <br />69 upgraded trails and parks, and preserving public safety; <br />70 - Review of current comp plan, including future build out; <br />71 - Potential Land Use Study Areas — working with the Planning & Zoning group now; <br />72 some areas included are the checkerboard in the northwest corner of the city, sewer <br />73 staging issues in the south west quadrant where they will work with White Bear Lake, a <br />74 piece of property on the north edge of town for sewer staging, northern Lake Drive area, <br />75 the Waldoch area where there is interest in utilities to continue developing the current <br />76 use, the border on Elmcrest as far as what's happening with the neighboring city and also <br />77 if the current mix makes sense, Peltier Lake property land use mix in light of the water <br />78 plans in the area, and the west side of 20th Avenue. <br />79 - EDAC has reviewed and that information will be returned to P&Z; <br />80 - Next Steps — participate at Blue Heron Days to get more engagement, back to Park <br />81 Board consideration, transportation review at Planning & Zoning Board, <br />82 environmental/surface water; Environmental Board review. <br />83 <br />84 The mayor remarked that the difficult work has been done in the past and this round of <br />85 comp plan updating is really about tweaking. <br />2 <br />
