CONNECTION FEES <br /> <br />3.1 Trunk Fee <br /> <br />The City’s sewer and water trunk fees are based on the costs associated with constructing the <br />trunk systems needed to support the anticipated growth through 2030. The additional trunk <br />sanitary sewer and water system infrastructure is based on the Land Use Plan included in the <br />City’s Comprehensive Plan. The timing of future trunk sanitary sewer and water system <br />improvements will be influenced by several parameters including development in specific areas, <br />failing on-site septic systems, regulatory requirements, availability of funds, etc. As a result, it is <br />difficult to accurately predict the timing of future improvements, especially those which may <br />occur far into the future. Therefore, the Capital Improvement Plan outlined in the <br />Comprehensive Plan is intended to serve as a guide only for future fiscal planning and should be <br />reviewed on a regular basis as more current planning and cost data becomes available. <br /> <br />The trunk sanitary sewer and water system fees will be applied as a uniform trunk fee per total <br />projected 2030 units. The value used for projected 2030 units was the average of the projections <br />based on land use and predicted water usage. <br /> <br />Trunk facilities include sewer and water pipe oversizing and sewer overdepth, as well as the <br />designated municipal wells, water towers, and lift stations. The designated future trunk facilities <br />are shown on the comprehensive sanitary sewer and water system maps contained in Appendix <br />A. The following items are general policy guidelines to be considered when reviewing and/or <br />revising the City’s sanitary sewer fee structure: <br /> <br />Overdepth and Oversizing <br /> <br />The cost of additional depth for sanitary sewer only shall be defined by differences in cost for the <br />depth required to serve the property within the development and the depth required for trunk <br />facilities. No watermain overdepth will be paid for with trunk fees. <br /> <br />Trunk oversizing is defined as the differential of pipe costs between the required oversized pipe <br />and the minimum pipe size required to serve property within a development. Pipe oversizing is <br />generally considered as pipe sizes that are larger than 8 inches in diameter. Bid pricing shall not <br />be the sole determinate in defining a developer credit. The City shall determine if a credit will <br />be given for a project. <br /> <br />Sanitary Lift Stations, Water Storage, and Water Supply <br /> <br />Trunk lift stations will be defined as those included as part of the Comprehensive Sewer Plan as <br />designated on the comprehensive plan sanitary sewer system figure in Appendix A. The cost of <br />trunk lift stations will be financed by the City. Additional lift stations may be required to serve <br />developments and lift stations that do not fit the definition for a trunk lift station will be <br />constructed and financed privately as needed to serve individual developments. All lift stations <br />will be designed and constructed in accordance with City standards. <br />
