<br />WS – Item 5 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br /> <br /> <br />Date: September 5, 2017 <br /> <br />To: City Council <br /> <br />From: Katie Larsen, City Planner <br /> <br />Re: City of Columbus Proposed Asphalt Plant <br /> <br /> <br />Background <br /> <br />At the August 28, 2017 City Council Meeting, a Lino Lakes resident spoke during open <br />mike expressing concerns regarding an asphalt plant being proposed in the City of <br />Columbus on CSAH 54/20th Avenue. The proposed site location is 13345 & 13363 West <br />Freeway Drive, Columbus, MN and immediately abuts the municipal boundary of the <br />City of Lino Lakes. Staff has been requested to provide more information to the City <br />Council regarding the proposal. <br /> <br />In June 2017, staff drafted a letter to the City of Columbus in response their public <br />hearing notice regarding Bituminous Roadways preliminary plat, conditional use permit <br />and rezoning. Staff expressed concerns regarding the industrial use and increased traffic. <br />City staff has also furthered these conversations with Columbus city staff. <br /> <br />On July 26, 2017, the City of Columbus received a petition from the Minnesota Racing <br />Commissioner and citizens to the Minnesota Environmental Quality Board requesting <br />that Bituminous Roadways, Inc. be required to prepare an Environmental Worksheet. <br />This petition is currently under review. Attached is the 9 page petition. The exhibits <br />exceed 120 pages and are not included. <br /> <br />Whereas, the City of Lino Lakes has concerns regarding the proposed development, we <br />have no avenue to prevent the City of Columbus from pursuing this project. <br /> <br />Requested Council Direction <br /> <br />None.
