CITY COUNCIL WORK SESSION July 23, 2012 <br /> APPROVED <br /> 46 public hearing on the matter be held at the City Council rather than the Planning& <br /> 47 Zoning Board. The council received a performance agreement that would fall into place <br /> 48 if the grading request is allowed. Mr. Bengtson also distributed a site plan indicating the <br /> 49 proposed work to be done and noted that it doesn't include any expansion at this time. A <br /> 50 conditional use permit is required for the proposed grading work because of the size of <br /> 51 the project. He explained the plans for hauling away from the site, work that will be <br /> 52 required to the roadway, and general requirements attached to the permit. He noted the <br /> 53 addition of a condition requiring the posting of"truck hauling" signs on Holly Drive. <br /> 54 The council is requested to approve the conditional use permit as well as the site <br /> 55 performance agreement and terms. <br /> 56 <br /> 57 The mayor asked how much land is owned by the company and the applicant replied <br /> 58 approximately 101 acres most of which is not developable beyond its current utilization. <br /> 59 The council discussed road weight maximums and heard that the trucks will not be able <br /> 60 to exceed them. The applicant indicated that work will start immediately upon receiving <br /> 61 city permission and restoration is required by September 1. Area residents have been <br /> 62 informed and staff has not heard any negative comments. The applicant discussed some <br /> 63 tentative future plans for the site. <br /> 64 <br /> 65 Item 6D, Second Reading of Ordinance No. 07-12, Industrial Zoning District Text <br /> 66 Amendment—City Planner Bengtson noted that this is second reading so the council has <br /> 67 previously reviewed these changes to the city's industrial zoning regulations. <br /> 68 <br /> - 69 Item 6E, Second Reading of Ordinance No. 08-12,Landscaping Standards Text <br /> 70 Amendment—City Planner Bengtson noted that this also is a second reading so the <br /> 71 council has previously reviewed these changes to the city's landscaping standards. <br /> 72 <br /> 73 Item 6F,Intersection Signal Improvements—Community Development Director <br /> 74 Grochala noted that all five items included under Item 6F relate to the Main Street/Lake <br /> 75 Drive and Birch Street/Ware Road signal projects. Staff is looking to get the plans and <br /> 76 specifications for the projects approved so that bids can be sought. The projects should <br /> 77 commence this fall, with construction over the winter and the project finished in the <br /> 78 spring of 2013. The council has been briefed on the projects recently and the plans <br /> 79 remain much the same. One change is to pull back the median from Hokah Drive to <br /> 80 allow more movement. He explained the plans for underground utilities that will occur as <br /> 81 part of the project. He noted the one house that is being acquired. Regarding the Lake <br /> 82 Drive/Main Street project, Mr. Grochala explained that some neighborhood commentary <br /> 83 has resulted in the addition of sidewalk in the area of Marketplace Drive(Lake Drive is <br /> 84 receiving some improvement work by Anoka County). Regarding parking at Miller's on <br /> 85 Main,there will be some on-street spaces removed and some adjustments to the lot. Staff <br /> 86 is prepared to recommend approval of the plans so as to move onto the bidding process. <br /> 87 <br /> 88 The actions also include three No Parking authorizations required by MnDOT. <br /> 89 <br /> 2 <br />
