CITY COUNCIL WORK SESSION January 26, 2015 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE : January 26, 2015 <br />5 TIME STARTED : 5:30 p.m. <br />6 TIME ENDED : 6:35 p.m. <br />7 MEMBERS PRESENT : Council Member Stoesz, Kusterman, <br />8 Rafferty, Roeser and Mayor Reinert <br />9 MEMBERS ABSENT : None <br />10 <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />13 Swenson; Finance Director Al Rolek; Community Development Director Michael <br />14 Grochala; <br />15 <br />16 Review Regular Agenda <br />17 <br />18 Item 2A, Approve Purchase of New Copier Equipment- Finance Director Rolek <br />19 explained that the current copier is getting older and incurring significant maintenance <br />20 costs. The city has tested new equipment similar to the current copier. He reviewed the <br />21 cost of the proposed purchase, maintenance proposals and overage charges (not normally <br />22 applicable to the city). The council reviewed the productivity of the printer, heard about <br />23 copy reduction resulting from electronic packets, and discussed the standard needed and <br />24 coming from a new unit. Council Member Rafferty asked if there are a lot of individual <br />25 printers in use at city hall and Mr. Rolek said not at all. The city does chose to purchase <br />26 rather than lease, due to savings in purchase. The former machine would be sold for <br />27 value and the hard drive will be retained. <br />28 <br />29 Item 3A, Cable Franchise Ordinance Amendment- Administrator Karlson explained <br />30 that the ordinance extends the city's cable franchise and provides for updates to the PEG <br />31 channel commitments consistent with the settlement agreement already approved by the <br />32 council. This is second reading of the ordinance. The council confirmed that the <br />33 franchise doesn't become exclusive because of the amendment; Mr. Karlson explained <br />34 that there is interest on the part of another cable provider in the area. The city will also be <br />35 notifying providers of street reconstruction areas to allow for the possibility of installing <br />36 fiber. <br />37 <br />38 Item 4A, Grant Funding for Police Officer Dedicated to Traffic Safety — Public Safety <br />39 Director Swenson explained that staff is requesting approval to accept a grant. He <br />40 explained the requirements of the grant and how grant funds could be utilized. The <br />41 council discussed the vehicle and equipment that would be included. Council Member <br />42 Roeser wondered, if the officer and equipment use is so limited, why doesn't the State <br />43 just add it to their fleet. Chief Swenson explained that the funds actually originate at the <br />44 federal level and the state is charged with getting them out to agencies that meet certain <br />45 criteria.
