If determined that change is needed, <br />formulate/adopt new infrastructure financing <br />(special assessment/deferral) policy <br />iii. Acquire/review sample policies from other cities <br />iv. Formulate draft policy; review with City Council <br />v. Hold public hearing/approve policy <br />(3) <br />b.
