Charter Commission <br />May 22, 2008 <br />Page 2 <br />APPROVED <br />44 A. 2008 Budget Update <br />45 Chair Duffy reviewed the 2008 budget update. As of May 16, 2008, there were no outstanding <br />46 bills pending for payment. <br />47 <br />48 B. Ballot Language <br />49 Chair Duffy introduced discussion of the potential to submit the Charter Commission <br />50 amendment to the ballot this fall. <br />51 <br />52 Chair Duffy introduced discussion of Centerville's 2009 Street Improvement Project in which <br />53 residents are upset at the project's cost. It was noted that Centerville does not have a Charter to <br />54 protect the residents. <br />55 <br />56 Commissioner Carlson expressed that the local media coverage did not state that Charter <br />57 Commission members were excluded from being included on the Charter Task Force. <br />58 <br />59 Commissioners Storberg and Dahl discussed that City staff and Council members have turned <br />60 down requests to attend Charter Commission Meetings. <br />61 <br />62 C. Review of Amendments <br />63 The commission reviewed the section regarding the Charter Exempt zones and the Bisel <br />64 Amendment. There was discussion about making potential changes to the Charter's own <br />65 amendment. It was the consensus of the commission to continue discussion at our June meeting. <br />66 <br />67 MOTION by Commissioner Carlson to ask for the 90 -day extension to decide on the Task <br />68 Force's amendment. Commissioner Bretoi seconded the motion. <br />69 <br />70 Discussion continued on the 90 -day extension. Commissioner Trehus called the question. The <br />71 motion for the 90 -day extension passed unanimously. <br />72 <br />73 D. Communication Plan <br />74 Chair Duffy tabled this agenda item to the Commission's next meeting. <br />75 <br />76 NEW BUSINESS <br />77 A. Quality of Life Survey <br />78 Commissioner Drennen presented his research into obtaining a survey. He contacted a local firm <br />79 that conducts citizen surveys. The firm suggested conducting a survey of 30 questions or less to <br />80 approximately 450 citizens by telephone. The cost of the survey is approximately $7,000 to <br />81 $8,000. The accuracy of the survey would be +/- 5%. <br />82 <br />83 Chair Duffy advised the Commission that now would not be the appropriate time to commit to <br />84 such a survey. <br />85 <br />86 B. CITY GOALS <br />87 The commission briefly reviewed city goals where the Charter is concerned. <br />2 <br />
