We have determined an acceptable set of criteria for restricting <br />increases in the annual tax levy to a reasonable amount, while requiring a <br />ballot process for the City Council to obtain voter approval for specific <br />situations that would exceed those limits. <br />The Charter Commission has agreed to a basic limit of the prior year tax <br />levy dollar amount increased by either, a maximum of 5%, or the CPI <br />(Consumer Price Index) plus 2%, whichever is less. The CPI shall be the <br />12 month average of the most recently published data for all Urban <br />Consumers in the Minneapolis, St. Paul metropolitan area, as defined by <br />the U.S. Department of Labor, Bureau of Labor Statistics. There has also <br />been specific exceptions defined to provide for reasonable latitude in <br />funds that are not directly associated with the levy. <br />The Mounds View Charter Commission in accordance with Minnesota <br />Statute 410.12 Subdivisions 1 and 4 has submitted a resolution to the City <br />Council and requested it be placed before the voters at the next general <br />election. <br />This amendment will be on the ballot in November and if approved by a <br />majority of the voters shall become effective on March 1, 2007. <br />Respectfully submitted, <br />Jonathan J Thomas, Chair <br />
