Meeting Summary
Citizens Task Force to Review Charter Provisions
Pertaining To Local Improvements
April 10, 2007
The Task Force assessed the information presented at the March 27-29
meetings. The group clarified whether they are addressing only roads or public
improvements in general in the review of Chapter 8 of the City Charter and
Minnesota Laws Chapter 429. It was discussed what happens when
neighborhoods needing roads reconstructed also need city water and sewer
service and how a change in the charter would impact those situations.
The Task Force discussed future meetings and who the group needs to hear
from. The need to hear from the Charter Commission, affected homeowners,
and the general public was identified. A schedule for future meetings was set.
It was determined that May 1 would be the meeting at which the Charter
Commission would be invited. Chairperson Gallup was instructed to send a
letter of invitation to the Charter Commission.
May 15 was established as the date to conduct a public forum to hear from the
general public. Homeowners affected by recent proposed road reconstruction
projects will be encouraged to attend in order for the Task Force to hear their
concerns and opinions.
Task Force member Laura Carlson will take minutes at all future meetings.
The next meeting will be held April 25.
