Roads and Transportation <br />Roads, transportation and related infrastructure are vital ingredients to a community's <br />quality of land use and the life that one experiences when traveling within and through <br />the community. Traffic issues and congestion are major concerns expressed by citizens <br />in the Quality of Life Survey. Citizens participating in the Quality of Life Survey and <br />community forums also expressed concern with the condition of city streets and the <br />current City Charter provisions. These provisions are seen as inhibiting the council's <br />ability to develop and implement street improvement and reconstruction plans and <br />policies for the responsible stewardship of a vital community infrastructure asset: streets. <br />2030 Vision <br />Lino Lakes has a well-planned and maintained system of connecting and collector streets <br />augmented by convenient public transportation options. <br />Rationale: Citizens identified the lack of road connectivity as a major concern and they <br />expect this issue to be resolved through good community and infrastructure planning. <br />Strategies: <br />• Include within the Comprehensive Plan a 20 -year transportation component (Roads <br />and Transportation Master Plan) that will identify and plan for needed public <br />transportation options and street construction, upgrading, and related funding <br />requirements. <br />• Ensure by 2030 that main east/west corridors (examples: Main Street, new 35E/35W, <br />Birch and Ash Streets) are of good quality and allow for potential, required expansion <br />and upgrades, i.e., widening, expanded capacity and turn lanes. <br />• Identify and prepare appropriate plans, official controls, zoning and subdivisions <br />ordinances and regulations, and official maps for land use around identified potential <br />future interchanges. (An example might be exit ramps from 35E at Birch Street if <br />warranted). <br />• Plan for, within the transportation component of the Comprehensive Plan, improved <br />and required north -south connectivity. <br />Rationale: Increased traffic on our roads increases the risk and likelihood of accidents. <br />16 <br />
