• Recognize the likelihood that some city dollars will need to be spent on street <br />reconstruction as citizens living on the affected streets may/can not bear the full cost <br />of reconstruction. <br />Rationale: Reducing traffic volume reduces the maintenance cost and increases the <br />safety of our streets and roads. Alternative transportation options need to be developed. <br />Strategies: <br />• Develop mass transit options. The 95th Avenue lot in Blaine satisfies some of the <br />current demand as a connection to 35W but there are no plans for 35E. <br />• Plan for and develop park and ride opportunities that are adjacent to our east/west <br />connectors. <br />• Recognize, as affordable and life -cycle housing develops, the need for mass transit <br />will increase and should be planned for on our east/west connectors. <br />• Find ways to minimize unnecessary heavy vehicle traffic such as garbage haulers. <br />• Appreciate mass transit is not likely to be self funding, but the city can seek to <br />influence mass transit funding sources. <br />Rationale: More access to our open spaces will showcase our unique environment of <br />wetlands and lead to better appreciation and understanding of their beauty. Current and <br />future residents want access to regional parks. More and better trails will help offset <br />feeling overcrowded as we progress to higher density housing and a larger overall <br />population in our city. <br />Strategies: <br />• Recognize the need and plan for: <br />o off-street parking <br />o trail connections and loops <br />o access for bikers, walkers and runners <br />o better access to lakes <br />o improved canoe access points <br />o canoe launch sites to be developed wherever feasible.
