2007 Street Improvement project was submitted to the voters in the 2005 general <br />election and failed again. <br />Based on the City's Pavement Management Program the streets within the <br />Shenandoah Area and West Shadow Lake Drive, Sandpiper Drive, and Shadow Court <br />continue to warrant consideration for reconstruction. <br />As such, staff is proposing to have the existing feasibility studies for these projects <br />updated for possible consideration by the voters in the 2007 general election. TKDA <br />has prepared a proposal to update the existing feasibilities studies for the proposed <br />improvements, including sanitary sewer and water main improvements. TKDA is <br />proposing to complete the work for a not to exceed fee of $7,500 ($4,500 for West <br />Shadow Lake Drive & $3,000 for the Shenandoah area). The scope of work includes <br />three council meetings, three neighborhood meetings for each project area and <br />determination of proposed individual lot assessments. Additional services outside of <br />the proposed scope of work will require amendment of the agreement. <br />Project Timeline <br />To meet both Charter requirements and State Law requirements for ballot questions <br />staff the process schedule is dictated as follows: <br />Order Preparation of Feasibility Reports May 14, 2007 <br />Receive Feasibility Reports/Call Public Hearing June 11, 2007 <br />Hold Neighborhood Meetings June/July <br />Public Hearing July 9, 2007 <br />60 Day Petitioning Process ends September. 6, 2007 <br />Referendum Question at City Council September 10, <br />2007 <br />Submit Question to Anoka County September 13, <br />2007 <br />Election November 6, 2007 <br />Funding <br />The feasibility studies are proposed to be funded, on an interim basis, from the City's <br />general fund engineering budget.. If the project is accepted by the benefiting property <br />owners and approved by the voters these costs will be recovered through assessments <br />and voter approved tax levy.
